BDL Circular no.158 – 04/06/2026

Pursuant to the amendment issued by Banque du Liban on June 04, 2026, to Basic Decision No. 13335 and the provisions of Basic Circular No. 158, and pursuant to Intermediate Circular No. 768, concerning the “Exceptional Measures for the Gradual Withdrawal of Deposits in Foreign Currencies” constituted before October 31, 2019, Bank of Beirut S.A.L. has started implementing the amendments in accordance with the new provisions, effective July 01,2026.

Eligibility Criteria

  • Banks determine the total balances of all foreign currency credit accounts constituted before October 31, 2019.
  • These balances are calculated as closed on June 30, 2021, on condition that this amount is still available on the date the Account Holder benefits from the provisions of this Decision and that it does not exceed the balance available on October 31, 2019 after the required deductions have been made.

 

Eligible Amount

The Eligible amount was amended from USD50,000 to USD54,200

The monthly payment amount is USD1,000 disbursed as follows without calculating any direct or indirect commissions or fees of any kind:

-       USD800 paid in cash to the Account Holder, and/or by way of an outgoing international transfer and/or bank cards to be used in Lebanon and abroad and/or a deposit in a Fresh Account.

-       USD200 paid by bank cards to be used exclusively on POS.

 

Eligible Currencies

All foreign currencies.

Eligible Types of Accounts

Individual accounts: (Single, Joint, Co-Joint, Minor, Legal heirs, and Legatees) and licensed Associations and Individual Institutions.

Non-Eligible Types of Accounts

Moral Persons, Public Sector, NGOs, Financial Companies, and customers subject to Central Bank of Lebanon’s Basic Circular No. 154 who have not transferred back the required amounts.


* Eligible customers wishing to benefit from this circular must sign a Bank Secrecy Revelation Proxy Form waiving the banking secrecy on the Special Deposit Sub-Account opened for the sole reason of benefiting from this circular in favor of Banque du Liban and the Banking Control Commission exclusively.
