Beirut, October 12, 2026 — The Phoenicia Hotel in Beirut hosted a conference organized by Bank of Beirut under the theme “From Commerce to Digital Government: The Future of Business and Services in the Age of Digital Transformation.” The event brought together representatives from the public and private sectors to discuss the role of banking technology, digital solutions, and artificial intelligence in modernizing services, strengthening the business environment, simplifying financial and administrative procedures, and improving operational efficiency across institutions and municipalities.

The session dedicated to e-government focused on the modernization of municipal services and the advancement of electronic payment and collection systems.

Faten Abou Hassan, Director General of Local Administrations and Councils, discussed the administrative and legal frameworks governing electronic collections, highlighting the importance of clearly defined responsibilities among the relevant authorities.

Elias Baaino, President of the Federation of Keserwan Municipalities, emphasized the role of municipal federations in coordinating initiatives, facilitating knowledge-sharing, and supporting municipalities with limited resources.

Elie Saber, Mayor of Zouk Mosbeh, outlined the practical requirements for implementing digital solutions at the municipal level, including infrastructure, staff training, internal organization, and service quality assessment.

Representing the banking sector, Fred Khoury presented solutions designed to integrate municipal fee payments with electronic payment systems and streamline collection reconciliation. Fares Anton, Head of Card Services at Bank of Beirut, highlighted the digital payment channels available to citizens, emphasizing ease of use, accessibility, and transaction security.

The conference forms part of Bank of Beirut’s broader commitment to strengthening the connection between banking technology and the evolving needs of economic and service sectors, while fostering closer cooperation between the public and private sectors.
