BDL Circular no.158 - 01/07/2025

Pursuant to the amendment issued by Banque du Liban on June 18, 2025, to Basic Decision No. 13335 and the provisions of Basic Circular No. 158, and pursuant to Intermediate Circular No. 736, concerning the “Exceptional Measures for the Gradual Withdrawal of Deposits in Foreign Currencies” constituted before October 31, 2019, the monthly payment amount has been revised in accordance with the new provisions, effective July 1, 2025.

 


Eligibility Criteria

  • Banks determine the total balances of all foreign currency credit accounts constituted before October 31, 2019.
  • These balances are calculated as closed on June 30, 2021, on condition that this amount is still available on the date the Account Holder benefits from the provisions of this Decision and that it does not exceed the balance available on October 31, 2019 after the required deductions have been made.
 


Eligible Amount

Up to USD 50,000 disbursed as follows:

  • The monthly payment amount has been increased from USD500 to USD800, payable either in cash, and/or by an outgoing international transfer, and/or through bank cards usable in Lebanon and abroad, and/or deposited into a new Fresh Account.
 


Eligible Currencies

All foreign currencies.


Eligible Types of Accounts

Individual accounts, including: (Single, Joint, Co-Joint, Minor, Legal heirs and Legatees)

 

Non-Eligible Types of Accounts

Moral Persons, Establishments, Public sector, Associations and NGOs, Financial companies, Customers subject to Basic Circular No. 154 issued by Banque du Liban who have not transferred back the required amounts.

 

* Eligible customers wishing to benefit from this circular must sign a Bank Secrecy Revelation Proxy Form waiving the banking secrecy on the Special Deposit Sub-Account opened for the sole reason of benefiting from this circular in favor of Banque du Liban and the Banking Control Commission exclusively.
